Permits, trades and inspections

Cosmetic swaps rarely need a permit, but moving walls, plumbing or circuits does. Inside the city, that work runs through a City of Vancouver RES permit with plan review; in unincorporated Clark County it goes through the county's CC LMS portal, and electrical permits there are issued by Washington L&I rather than the county. Older kitchens, honest scoping

Vancouver's core neighborhoods, Hough, Arnada, Carter Park and Shumway, hold pre-war homes where the kitchen is often the least-updated room in the house. Panels, venting and supply lines in those homes get evaluated at the walkthrough, priced in writing, and never show up later as a surprise change order. East of I-205, the big 1970s to 1990s housing stock in Cascade Park and Fisher's Landing is now at the age where kitchens are worth opening up to modern layouts.

Do I need a permit to remodel a kitchen in Vancouver?

Swapping cabinets, countertops and finish flooring generally does not require a permit. Moving walls, relocating plumbing or gas, or changing electrical circuits does. Inside the city, remodel work runs through a City of Vancouver RES permit, with standalone trade work handled as a separate MPE permit. We prepare and file the application as part of the job.

Does Washington sales tax apply to a kitchen remodel?

Yes. Washington treats custom residential construction as a retail sale, so retail sales tax applies to the full contract price at the job-site rate. In the City of Vancouver that combined rate is 8.9 percent per the Department of Revenue rate lookup. We state it as its own line in every estimate so there are no surprises.
