Where these numbers come from. We publish benchmarks from named sources instead of hiding pricing. Bathrooms, egress windows and kitchenettes are the big adders. Permits, egress and moisture
Converting a basement to living space is on the City of Vancouver's own list of permit-required work, and plan review pays particular attention to sleeping-room egress, ceiling heights, smoke alarms and the new electrical and plumbing. In unincorporated Clark County the building permit runs through CC LMS and the electrical permit comes from Washington L&I. HomeAdvisor's 2026 data puts basement finishing at $15,000 to $75,000 with most projects around $32,000, or $7 to $23 per square foot. This Old House estimates $7,000 to $23,000 per 1,000 square feet as a national average, with permits typically $1,200 to $2,000. Bathrooms, wet bars and egress windows are the big adders.
Do I need a permit to finish a basement?
Yes. Converting a basement into living space is explicitly on the City of Vancouver's list of work that requires a residential permit. Plan review checks framing, insulation, egress, smoke alarms and the electrical and plumbing changes. We file and manage all of it.
Can our basement become a bedroom or rental unit?
Bedrooms need code-compliant emergency egress, and a full basement ADU needs its own kitchen and bath. Clark County allows basement ADUs to use the full basement floor area as long as the unit does not exceed the primary dwelling's size. What about moisture in Pacific Northwest basements?
We treat moisture as step zero. Before finishes go in, we check drainage, look for intrusion and use appropriate assemblies, because trapping water behind new drywall is how basements fail. If your basement needs correction work first, we say so in the written scope rather than burying the problem.
How long does a basement finish take?
Scope decides it: an open family room is a shorter build than a suite with a bathroom. The schedule is written into your estimate, and basement work has one advantage: it rarely disrupts the rest of the house, so normal life continues upstairs.
