Permits, plan review and fees
Every addition goes through plan review. Inside the city that means the City of Vancouver's ePlans portal, a valuation-based fee (the 2026 schedule charges $91.17 plus $18.43 per $1,000 of value in the $2,001 to $25,000 band, with higher bands above), a $32 issuance fee and the $6.50 state building fee. In unincorporated Clark County the application runs through CC LMS, and the electrical permit comes from Washington L&I rather than the county. HomeAdvisor's 2025 data puts additions at $21,891 to $83,356 with an average around $50,997, or $80 to $200 per square foot; second stories run $100 to $300 per square foot. The 2025 Cost vs. Value Report lists a midrange primary suite addition in the Pacific region at $185,431. Size, foundation and how much kitchen or bath work the addition includes drive the spread.
Do additions need a permit?
Always. Additions and anything that changes a structure's footprint are explicitly on the City of Vancouver's residential permit list. Plan review covers structure, energy code and setbacks. We prepare the drawings package and file it through the city's ePlans portal or Clark County's CC LMS, depending on your address.
How are permit fees calculated?
Vancouver's 2026 fee schedule is valuation-based: for example, a project valued between $2,001 and $25,000 pays $91.17 plus $18.43 per $1,000 over $2,000, plus a $32 issuance fee and the $6.50 state building fee. Larger valuations move into higher bands. We include the real fee in your written estimate.
Addition or ADU: which should we build?
An addition grows your living space under one roof; an ADU creates a separate self-contained unit. Washington's HB 1337 made ADUs far easier to approve, and Vancouver allows them up to 1,000 square feet. If rental income or independent living is the goal, compare our ADU page before committing to an addition.
Will an addition pay back at resale?
Space additions recoup less than updates: the 2025 Cost vs. Value Report shows a midrange primary suite addition recouping about 32 percent in the Pacific region. Additions are best justified by the years you will use the space, not the resale math alone, and we will tell you that honestly.
How long does an addition take?
